Approval Public Notice for Tissue Paper Projects of Fuzhou Weimei Paper and Huian Chelsea Care Products in Fujian Province, China The approval of the technical renovation project for production lines in the product workshop of Fuzhou Weimei Paper Co., Ltd. was recently publicized. Located at No.19 Changlong Middle Road, Jingxi Town, Minhou County, Fuzhou City, Fujian Province, within Suijin Zhigu Big Health Industrial Park, the project involves a total investment of RMB 60 million and plans to build production lines with an annual output of 20,000 tons of dry wipes, 4,000 tons of wet wipes and 2,500 tons of lotion tissue. The approval of the hygiene products production project of Huian Chelsea Care Products Co., Ltd. was also publicized. The project is situated in Lugu Taiwan Business Startup Base, Huku Village, Huangtang Town, Huian County, Quanzhou City, Fujian Province, with a total investment of RMB 50 million. It is designed for an annual output of 140 million pieces of baby diapers, 280 million pieces of pull-up diapers, 280 million pieces of pet diapers and 600 million pieces of sanitary napkins. - 2026-09

EIA Acceptance Announcement for Sichuan Xianhe 1 Million Tonne Bamboo Pulp-Paper Integration Project Recently, the Department of Ecology and Environment of Sichuan Province issued the EIA acceptance announcement for the 1 million tons bamboo pulp-paper integration project of Sichuan Xianhe New Materials Co., Ltd. Located in the North Lingang Area of Hejiang Economic Development Zone, Luzhou City, Sichuan Province, the project has a total investment of approximately RMB 4.7 billion. The project plans to construct an integrated facility with an annual capacity of 1 million tons of bamboo pulp and paper, to be implemented in two phases. Phase I will build a 400,000 tpy bleached kraft bamboo pulp production line; Phase II will construct production lines for 600,000 tpy specialty paper, tissue paper and paper-plastic products, specifically including: 50,000 tpy transfer paper, 50,000 tpy label release paper, 200,000 tpy food and medical packaging paper (including 50,000 tpy coated paper), 200,000 tpy tissue paper, and 100,000 tpy pulp molding. - 2026-09

Nine Dragons Paper Hubei Base 350,000 tpy Tissue Paper Project Publicized On September 16, Jingzhou Municipal Bureau of Ecology and Environment issued the First EIA Public Notice for the Construction Project of 350,000 tpy of Toilet Tissue (Tissue Paper) by Nine Dragons Paper (Hubei) Co., Ltd., marking that the tissue paper project of Nine Dragons Paper’s Hubei Base has entered the EIA procedure. The project is an expansion within the existing plant site of Nine Dragons Paper (Hubei) Co., Ltd. (Lingang Industrial Park, Bailuo Town, Jianli County, Jingzhou City, Hubei Province). It will build 12 new tissue paper production lines with a capacity of 350,000 tpy, together with supporting finished product warehouses, sewage treatment facilities and other public auxiliary works. - 2026-09

C&S Paper Dazhou Base TM4 Successfully Commissioned
C&S Paper Dazhou Base TM4 Successfully Commissioned On September 18, the TM4 production line of C&S Paper (Dazhou) Co., Ltd. was successfully commissioned. Supplied by Andritz, the tissue machine features a web width of 3.5 meters and a design speed of up to 1,650 m/min. It uses virgin market pulp as raw material to manufacture premium tissue paper products including toilet tissue, facial tissue, pocket tissue and napkin tissue. This marks the fourth high-speed tissue machine commissioned at this base. The three previously commissioned tissue machines all have a web width of 3.5 meters and a running speed of 1,600 m/min. - 2026-09

Guangxi Zhihu Yuanchuan Makes One-off Purchase of 12 Sets of Baotuo High-speed Crescent Tissue Machines Recently, as the construction of Zhihu Yuanchuan’s full industrial chain project for tissue paper in China moves forward steadily, Baotuo Tissue Machine, the core supplier of its tissue paper equipment, has successfully signed a contract for 12 sets of high-end tissue machines. The contracted tissue machine models are Baotuo BC1600-2850 and BC1600-3600, with a design speed of 1,600 m/min and web widths of 2.85 meters and 3.6 meters. This series of models are high-end tissue machine products developed by Baotuo Tissue Machine in recent years specifically for large-scale tissue paper manufacturers, integrating dual advantages in production capacity and energy consumption. - 2026-09

EIA Public Notice Issued for Anhui Huasaier New Material’s Lyocell Fiber Project, Phase I Capacity Increased to 240,000 tpy Recently, the EIA public notice was released for the 400,000 tpy Lyocell fiber project (Phase I) of Anhui Huasaier New Material Technology Co., Ltd. The total construction area of production workshops and supporting facilities is about 240,000 square meters. The company will purchase equipment including hydraulic pulpers, dope filters, thin-film evaporators, spinning machines, fiber dryers and balers to build the 400,000 tpy Lyocell fiber project, with a planned total investment of approximately RMB 4.8 billion. Phase I of the project will have a capacity of 240,000 tpy of Lyocell fiber, with planned investment of about RMB 3 billion. Compared with the previously published information, the total investment of the project has risen from RMB 3.6 billion to RMB 4.8 billion, and the Phase I capacity has been expanded from 120,000 tons to 240,000 tons.
