The project will construct 2 million tpy of differentiated cellulose fiber capacity in phases, together with supporting full-chain facilities including high-end textiles, energy and environmental protection, and public utilities. Upon completion, it will be built into a technologically advanced intelligent manufacturing base for cellulose fibers.

Lee & Man Paper to Put Some Equipment of Its 800,000 tpy Toilet Tissue Project into Operation by End of 2026 Recently, the Lee & Man Paper forest-pulp-paper integrated full-industry-chain project is progressing in an orderly manner. With a total investment of RMB 27.5 billion, the project is planned to be constructed in two phases. Phase I includes a capacity of 1 million tpy of bleached chemical pulp and 800,000 tpy of tissue paper and related products. Phase II will focus on producing high-performance Lyocell fibers, a type of high-end bio-based degradable new material, as well as its downstream products.

Asia Symbol Plans to Commission First Paper Machine of 350,000 tpy Tissue Project in December 2026 In 2026, Asia Symbol will focus on promoting the construction of nine key projects in the Rizhao Economic and Technological Development Zone, Shandong Province. Among them, the first phase of 350,000 tpy tissue paper project commenced construction in December 2025. The first tissue machine is scheduled to be commissioned in December 2026, with full completion of the project by June 2027. Upon completion, the project will add a capacity of 150,000 tpy of facial tissue, toilet tissue and kitchen towels.

Xinxiang Chemical Fiber Plans to implement Phase II Project of 100,000 tpy Functional Spandex Fiber Program Recently, Xinxiang Chemical Fiber Co., Ltd. announced that it plans to implement Phase II of the 100,000 tpy functional spandex fiber project. The project will produce super-fine denier spandex fiber with a capacity of 50,000 tpy. It will be located in the National Xinxiang Economic and Technological Development Zone. The project has a total investment of approximately RMB 1.05 billion, with construction scheduled to start in the third quarter of 2026 and a construction period of 14 months.

China’s Taiwan Cheng Loong Announced to Invest US$310 Million to Expand Vietnam Paper Base and Plan Tissue Production Line Recently, Cheng Loong Corporation, a papermaking enterprise from Taiwan, China, announced an investment of US$310 million to expand the Phase III production line at its paper mill in Binh Duong, Vietnam, which is expected to be completed in the first half of 2026. By then, the company’s packaging paper capacity in Vietnam will increase from 700,000 tpy to 1,000,000 tpy. The first three phases of the Binh Duong mill focus on packaging paper with a total investment of US$670 million, and a 50,000 tpy tissue paper production line will be added in phase four project.

Shaanxi Famensi Paper Plans to Build Cultural Paper Production Line and Dismantle Tissue Paper Production Line in No. 3 Branch On March 5, the Department of Ecology and Environment of Shaanxi Province publicized the EIA report for the intelligent upgrading project of Shaanxi Famensi Paper Co., Ltd.’s 100,000 tpy cultural paper pulping and paper machine production line. According to the announcement, the project will be located in the existing plant area of the company’s No. 3 Branch. All existing paper-making facilities in the branch will be dismantled, including two 13,000 tpy cultural paper production lines and a 50,000 tpy tissue paper production line. In their place, the company will build a 100,000t pulping production line and two 3600/800 fourdrinier multi-cylinder paper machines with a total capacity of 145,600 tpy, supported by auxiliary facilities such as an intelligent control system and electrical automation equipment.
