According to the publicity document, Yinhe Ruixue intends to eliminate the existing wheat straw chemical pulp production capacity and build a new 300,000-ton bleached chemical pulp project in order to optimize the product structure, considering the future market prospects, national strategic requirements and the realization of the "dual carbon" goal. The project includes: an annual output of 80,000 tons of hardwood pulp, 70,000 tons of softwood pulp and 150,000 tons of fluff pulp. Among them, hardwood pulp and softwood pulp are used in the production of existing papermaking projects, and fluff pulp is made into dry pulp boards for external sale. The total investment of the project is about 2.2 billion yuan, and it is planned to start construction in January 2026 and put into operation in December 2027.
