China Paper Signs Bio-based Project with Yueyang City, Including 450,000 tpy Tissue Paper Capacity

Recently, the People’s Government of Yueyang City, Hunan Province, and China Paper Investment Co., Ltd. signed the Letter of Intent for Cooperation on the Yueyang Bio-based New Materials Industrial Park Project.

The project has a total investment of approximately RMB 30.3 billion. Phase I involves a total investment of RMB 17 billion, covering the construction of a production base for 1.1 million tpy special cellulose and 450,000 tpy tissue paper and converting operations. Construction is scheduled to start in the first half of 2026, with commissioning expected by the end of 2027. Phase II, a 900,000 tpy special cellulose base project, will be launched after Phase I is commissioned.
